You build the campsite and the first villager you get in the campsite you have to move in. After that, any space you zone will then trigger random villagers to show up on islands. You can only do one a day though, as villagers will stop spawning after you pick one. The second building will get a random villager. Basically just zone one house a day if you have the nookmiles stocked up for tickets.
