I just did it in the same post. Let me reword it. A same game promotion never happened, K.Rool wasn't DLC for 4, his costume was. There is no reason to cut his costume, since its portable content already made. Since a promotion in the same game never happened, it's still a valid rule for fans, just like 3rd parties before Brawl. And before you mention Lucas and Mewtwo in 4, Lucas was portable from Brawl and Mewtwo was already in the plans from the start (just like Piranha Plant, as Palutena's guidance proves).

user, it's not advised to think like this. Costumes, Spirits, AT, Sakurai considers them all content the same way. You are limiting the "rule" to only one side of what Smash offers. This rule is an argument you can use for anything in the game.
