Most "overrated" games are so because either their graphics are above average or the story is melodramatic and manipulative. See TLOU, Bioshock Infinite or any Kojima game.

Not necessarily, you can also overhype level design, or pretty much anything. It's when objectives facts clash with opinions. If the opinion is negative it's underrated if the opinion is positive it's overrated.

The story is omega fucked 100% but the controls and gameplay were the best improvement the series ever saw.

Oh and MGO2 was easily one of the best multiplayer games I have ever played to date.

I never understood the fuss about bioshock, even the first two. I was bored out of my mind playing those games. did I miss something or was it just a slow, clunky shooter with some atmospheric bullshit?

Really it just comes down to what people smarter than you told you to think. People are terrible when it comes to objectively evaluating something's quality. Our faculties are completely govern by our biases. You can't actually gauge how much you enjoy a game, you think you like this game better and you think you're having more fun but really that's just a confirmation bias, and few people can adequately articulate why they like something. So what do most people do, they just find someone who they agree, internalize what they said, and spout their opinions as if they were their own and an immutable fact, most of the time they never even realize they've done this. Opinions on Dark Souls 2 are a clear indication of this in both directions, when the game first came out there was a sense that it was good albeit maybe without the spark that made Dark Souls 1 such a revolution for people, then Mathewmetosis dropped his Dark Souls 2 review and the entire internet turned on it in what seemed like a second, then there was a counter arguments made Hbomberguy and that gave voice to the Dark Souls 2 apologists who now have their opinions codified, now the game is in equilibrium and no longer over or under rated.

So how does a game become overrated? It really just comes down to someone making a very strong argument for a game's quality that exceeds it's objective quality without someone else to dismantle that argument.

Praise that isn't proportional to the game's quality. A game can be great and still be overrated.

GTA 5. I'm not sure how well its multiplayer holds it together, but I have never seen a mainline GTA game so devoid of repeatable content.

MGS2 got praise because it was huge step up from MGS1 in terms of gameplay & had advanced AI nobody had ever seen before. It deserves its praise. The others don’t & have no replay value due to being so on rails. The gameplay is awful & story loses its punch after a while

Who? Either way, he must not have done a very good job because Hbomberguy's arguments are still common to this day and are still used to refute Mathewmetosis' in any thread discussing DS2. You can see in any thread where Dark Souls 2 is discussed Hbomberguy vs Mathewmetosis arguing inside the collective brains of the sheep forever regurgitating arguments they collected from a video or review they watched/read years ago. That's really how it works for all games discussion on the internet.

For whatever game you think is overrated its only overrated because you or someone else hasn't made a strong enough argument against it yet.

That's merely because you don't value those elements. For some their ideal game is a real time interactive movie so good graphics and a manipulative story is going to get highly rated. Meanwhile they could turn around and say whatever games you value highly for their complex mechanics are overrated because they don't value them as much as they value visuals and a compelling narrative. They'll argue the game is dull, the visuals are too "gamey" and the experience is only about pressing buttons, and the characters are flat and that the story doesn't move them emotionally. You'd argue that gameplay is what matters in a game and everything else is, appreciated and nice, ultimately superfluous to the game's quality but they'd argue to value only gameplay in video games because that is the element unique to games is to value only cinematography in film because that is the element unique to film and that games being a total work of art require all elements to synergize to a whole greater than the sum of it's constituent parts.

When we're speaking of the quality of overratedness or underratedness we have to take into consideration the collective and their assessment of its objective quality. The collective is who is accessing quality in this case, a bad game is "overrated" because the collective mistakenly believes it to be better than it objectively is, a good game conversely is "underrated" because the collective mistakenly believes it to be worse than it objectively is.

If you have any information, even rumors, that suggest the game was not a sales disappointment I'm all ears.

Even looking past rumors the fact that Sony has not reported any major sales milestones says it likely didn't meet any. They happily reported various GoW, Horizon, Spider-man, etc.sales milestones when the games met them. In fact almost all publishers do this when games sell well, they want people to know.
