That isn't even the case at all. There is two reason for this. The first reason is laziness, first and formost. The second reason is that they want to make an "ugly race" attractive to the male players, but said player would just role a human/elf/catgirl instead. This would leave with players on both side AVOIDING said race/gender choice.

Honestly, I think they look at it the wrong way. people who want mostly human-like races were never going to pick the non-standard races to begin with. You might as well just cut out the extra races or make them unique for the few that would play them as chances are even with more human-like looks, most still won't play then.
