Back then it was right but over time as tech got better and better the games started being able to have immersive and interesting stories. Titles like Stanley Parable are 95% story and 5% gameplay and yet they are still good games. Very few games manage to nail both the plot and the gameplay. The only one that did this perfectly was Nier:Automata though few (like Bastion) got really close.

It's all conditional. A game with good gameplay can only benefit from having a good story that motivates the player's actions and makes them invested. A game can also have a good story but lackluster gameplay and still be worth experiencing. A tacked-on story will not elevate a game that was otherwise mediocre or bad into a good one, however.

I like games with enough story to make me think "oh that's pretty interesting, I wonder where that plot thread goes" and then go watch lore speculation videos on youtube.
