I want to know why the VA changed. Seems pretty odd to just change someone out of nowhere unless there is shit going on behind the scenes.

99% of the time it's either scheduling or budget reasons. Localizations need to stay on schedule, especially something like an Atlus game where Atlus intentionally delays the localized release so they can charge more for the Japanese release. As a result, they have comparatively little wiggle room, and will likely just recast a relatively minor side character rather than risk delaying the release even further just for the sake of one VA whose lines can probably be recorded in a single afternoon.

Tae's original English VA seems like a unknown so it's possible that she just left the industry or was unavailable.
