The reason Half-Life: Alyx took 13 YEARS is because Valve is more concerned with creating an engaging narrative than they are with turning a profit. Before Epic, Steam has been practically a monopoly over internet computer game sales. The main Half-Life series has been a flatscreen shooter. I think their best bet would be making HL3 a hybrid game where the flatscreen mode is great for the shooting, story and shit, but the VR mode is vastly superior in every way because of interactivity and immersion.

They don't care, they admitted they didn't expect HL:A to sell a lot.
