Chaos Legion is an ancient power on a similar level to PL, Bahamut is literally god and Djeeta's Azul mode is by all accounts ludicrously powerful. There's a massive gap between Zoi and everyone below her.

From what we know now, being a singularity most likely just means that something went so fucking wrong in your destiny that you now have none written in stone, so in a way, it's absolutely unpredictable (hence why Arulu follows Gran/Djeeta in the first place).
Gran/Djeeta most likely got that status because they fucking died at the very start of the game and Bubz most likely because he somehow survived being in the crimson horizon.

In granblue fate is set in stone. Even if you can see the future your fate is predetermined. Singularities aren't bound by that. Bubz got it from murdering everything in the Crimson Horizon and returning. GranJita got it from being linked to both Sky and Astral Bahamut.
