ET was just the tipping point. I was a disaster Atari printed millions of carts, and only sold a small portion of them, failing to recoup their cost. There were other things too, like arcades no longer being cost efficient for owners, and several failed arcade ports of games (Pac-Man comes to mind) causing consumer confidence to fall.
