When Cloud went back to Nibelheim, there was a master martial artist staying at the inn. During the flashback at Kalm, you see him outside of it, yelling at cloud to go check some other houses while the dude leaps into the flames and checks the inn out. That dude finishes raising Tifa and trains her before she ends up in Midgar.
