I think the general consensus about this game's balance isn't that the low tiers aren't bad.
Really if they just focused all their attention on buffing some minor things for everyone that isn't Gran/Kat/Lance/Farry the game would be in a much better place.
If they just gut the all the top tiers Perci and Metera will easily just replace them and then people will start bitching about the new elite.

They want there to be imbalanced stuff for players to discover and abuse, and generally prefer varying levels of power between characters. The only reason why they've started doing anything resembling actual balancing and not just change for the sake of shaking the game up is because of the rise of esports. But fact is that every fighting game dev HATES balance.
