That was a good moment. I love Okami but it's usually in spite of the cutscenes. They tend to drag on, the characters talking can be somewhat obnoxious with the looped sound effect and it seems most characters are constantly trying to make quips. Tends to take away from the emotional moments.
I'd only read a little about it on the internet (mostly about the hermaphrodite stuff) and bought it in a bargain bin sale at my local gamestop.
That's the best example for a game that was sold entirely on its trailer and nothing else, despite the fact that the trailer has absolutely nothing to do with the final game.

I haven't gone around to playing FF Type 0 or Crisis Core but FFX and FF7 deserve the spot. Nowadays Aerith's death is just common knowledge but it's so unexpected that can hit hard. For FFX you learn what's going to happen to Tidus around the halfway point. It's already setting up the ending to be bittersweet.
Finished it a few days ago and it wasn't that bad, probably because I got pretty decent outcomes for everyone.

Everything up to the first liberation rite is masterful. Part of the issue is that the game hits that emotional high only to say "now do it seven more times", and since the game can't take into account every possible outcome on who got liberated the plot changes to focusing on the whole revolution on the Commonwealth which can be less emotional. Still incredibly good writing though, it's pretty much the only reason I kept playing. By the end I really cared about everyone's stories.

I like DR2 but I found myself preferring Off the Record, basically the same except you play as Frank and don't have to worry about the daughter subplot. Although there's a really good moment in Off the Record that only works if you know about the DR2 protagonist Chuck.
