Even if he were going into battle, the seller's potions would be useless if they were too strong for the knight.

The knight. He was nearly brought to tears just by having a potion seller refuse to sell him potions. A knight of that limited capability could surely not handle potions strong enough to kill dragons. Even if he were using the potions specifically to kill the dragons, a knight so weepy would surely never get close enough to use it. No, the potion seller tested his mettle and found him sorely wanting, and rightly refused his potions.

If the knight died or was injured by drinking the potion, the potion seller could have been sued or even arrested, so I think he was right to refuse service to the knight.

The knight. Potion seller knows what he's doing and he turns down money to spare this pleb. Clearly he's shopping in the diamond discrict when he should be shopping in silver.
His potions are only for the strongest of beings, and the knight is of the weakest. He presumably has a clientele consisting of powerful beings. there has to be some merchant to cater to their potion requirements
If he sells a potion to someone, knowing that it could well kill them, he could be seen as culpable. The knight is the true rascal here
this whole situation begs the question of how a health potion from this potion seller could be so powerful that it kills you.

The knight didn't specify health potions, and it could be similar to how a child's dose of a medicine is different from an adults. If an unfortified knight tried drinking a potion made for a more experienced body he may not be able to handle it.
If it was a matter of dosage, then there wouldnt be a problem. The potions must be of such a powerful nature that a weak being would be harmed on mere contact. These are the potions of the gods themselves
The potion sellers potions would kill the knight. He just can't handle the potions that the potion seller sells to his customers, who must be of the strongest since they can handle lethal doses of buffs.

If the potion seller sold a potion to the knight and the knight drank it and died, then the potion seller would get a bad rep even though he warned the knight his potions are too strong for him. Potion seller loses out on a sale but keeps his reputation intact.

He could have just recommended the knight a weaker potion thay coukd've gotten the job done anyway, but instead, he decided to be rude and tell the knight (which is probably low level so he wouldn't know about the specific potions) to go away
Prescriptions were created by the law and thus, it's the law that decide what can't be bought without them and what can only be bought with them. The seller here has no say.. If you bring a prescription to a pharmacist, he is obliged to give you the medecine if he/she has it.

The moment the seller put a price on something and clearly shows what he sells, he is obliged by law to accept any anyone willing to pay the price unless the purchase of the good/service has special regulations (like guns or dangerous chemicals).
