Tilted my monitor. All I got were jpeg artifacts making it even more unreadable.
It's lossless under 256 colors and I think it compresses better than PNG depending on how few colors there are. ex. for a pure 2-color (black and white) image, gif is smaller than PNG.
Though for OP image, a higher quality (like 95) jpeg should still compress fine despite PNG/GIF being preferable. The OP image decided to compress into jpeg at the lowest quality standard possible despite other options.

gif is still fine, even if png is preferable. I was thinking the image would look fine with indexed colors, so png or gif shouldn't make much difference anyway. To test this I redid the image. Indexing the colors actually fucked the anti-aliasing a little more than I would've assumed. But it's still easier to read without the compression artifacts, while being less than a quarter of the filesize.
That's because gif automatically indexes colors.
