Well it's a free to enter netplay tourney, the barrier to entry is much lower than physically going somewhere to play. my local only averages 12-15 people most weeks as well, but we have fun. or we did until they got shut down more recently cuz of the virus.

Since it's netplay are their restrictions on region or is it free for all?

Depends on who shows up. Regularly 2-3, upwards of 5-6 probably.

As you probably just saw, just 1 though honestly the boxes mostly don't matter in these lobbies since even reds and yellows can beat / already were purple at some point in the previous version.
