If we're talking about the 4 main expansion packs for NV then yeah I'd say Old World Blues is the worst, it is the least relevant to the actual game and feels more like a side area akin to F3 and F4's expansion packs.
Dead Money is the second lowest for me, while some of the characters are good, it strikes me as something just more of the New Vegas location just with a creepy aesthetic like some Halloween event, it comes up lacking for an identity.
Honest Hearts and Lonesome Road are easily the best, both are distinct from the main game, the former for the more tribal approach to things and the latter for the sheer combat focus. They also expand on the Caesar's Legion by giving us former significant characters in the Legion who are both pretty interesting individuals. I'd argue Lonesome Road is the better of the two but that's honestly entirely because I really like Ulysses character, the whole past behind Hopeville and the final decision being one of the few times in the series I think they really tapped into making the player think about the destruction the Old World caused.

the story had me interested enough to finish it at least. I never bothered finishing dead money. It wasn't hard but it was extremely annoying and unfun. Felt like a fucking chore. Also there was only one single enemy type so it felt insanely repetitive and samey.

That seems like the intended outcome. If you play it when you’re supposed to you’re finally used to how the Wasteland works and you’ve started getting cocky about facing it. To suddenly be stripped of all your items and throw into a dark depressing vacant world with only a handful of NPCs is a complete left turn for your brain. That combined with the exploding collar mechanic, with levels designed in such a way that it almost makes you feel like you’re wearing it while playing, creates this claustrophobic kind of feeling as you’re going through the levels.
Said it in another post, but it’s designed to be as unforgiving and inconvenient as possible which just isn’t fun. Well designed, but not fun. You get an intense satisfaction from beating it, at least.
