(2) is punishment to make people avoid committing crime.
You could satisfy (1) but not (2) by putting them in a perfect VR simulation for example.

Well the problem would be information. The scientest would need some method of beaming information into his brain amd of course he would not know how viruses react to certain stimuli or medicine, so you would have to somehow replicate the entire world for him amd all its chemical components. I think this drug essentially puts you in a dream and regulates time experienced so you are in a room without much to do for a few centuries.
