If they weren't they never would have developed nearly as much as they have. The notion the home consumer market rules the development of all technology is utter horseshit. It accounts for only a tiny portion of development at best and most of what it has is trickle down shit. For example, the majority of video game development progression has not actually come from the video game industry, it's come from academia and then trickled out to the industry.

They do research into things like developing software for analyzing the physics of animal movement for their own curiosity and then years later some programmers reads the published papers on that and develop software like Euphoria so video games can have procedural animations now.
