It's true. Consider the plantations in Morrowind. There's a shit ton of muck plantations. Considering muck grows best in swamp like environments, which argonians are already suited to. Compare that to a khajiit where you'd have to constantly clean shit out of their fur to keep your slave healthy. Also khajiit is the only beast race we see working in the Suran strip club.

Building on top of this, you also have to look at the geography of tamriel. If you're a slaver in morrowind looking to stock up on inventory, black marsh is just a stone's throw away. Any slaver can take a ferry down to the border and grab a handful of lizards to sell to the plantations, but if you want khajiit, you've got to settle with escapees in Morrowind, or cross over Cyrodil and Valenwood to get to Elsweyr. This includes greater costs for travel, provisions, and security, meaning the slaves themselves are going to fetch a higher price. Combine this with the aforementioned working conditions, and from the perspective of a plantation owner, khajiit are simply not cost effective as field slaves.
Also consider the use of moon sugar and skooma in Morrowind. Despite the heavy criminal stigma, skooma is a booming commodity in Morrowind. Moon sugar is even sold at the house of earthly delights. Despite this, argonians never show much interest in the drug, likely due to their dependence on hist sap. Domestic use aside, skooma presents a major problem for slave owners using khajiit as workers. A khajiit isn't going to do much harvesting if it's so high that it can teleport to the fucking moon. But as a bed slave, the drug has much greater applications. A khajiit bedwarmer is going to be much more pliable and kinky when you offer them a taste of that sweet sugar. It basically serves the same role as drugs in today's prostitution industry.

Of course to discuss this, we must recognize the obvious contradiction, The Lusty Argonian Maid. The much discussed, critically acclaimed play from none other than Crassius Curio. Popular enough, that it even received a sequel. You may think it weakens my hypothesis, but I dare say it strengthens it even further. Consider the author, Crassius Curio. Imperial noble, councilor of House Hlaalu, and absolute turbo degenerate. This man lives to stick his spear into anything and everything. If his disposition is high enough towards you, he tries to extort sexual favors from you, regardless of race or gender. In this light, his work only strengthens the argument of argonians being field slaves. He wrote this play showing the inherent sexual deviancy of both the noble caste, and himself. And what better way to do so than featuring sex scenes between a noble and a filthy beast of burden like an argonian. Thus we see from a sexual perspective that while both are technically viable, the khajiit is valued for its exoticism and rarity, while the argonian is valued for its degrading features.

There's a handful of other hints throughout the game. There's the telvanni councilor that keeps a naked khajiit slave in her chambers. To my knowledge the only telvanni that keeps an argonian slave nearby if Fyr, and we already know he uses his clones/daughters/wives to satisfy him. Queen Barenziah, while infamous for sleeping with a khajiit, has no record of any argonian partners. Ahnasi's immediate use of flirtation to attract your attention. All these paint the khajiit in a more sexual light, while the argonians are consistently thrown out in the fields. And of course you have to keep in mind Todd's clear bias towards the khajiit. Need I remind you of Pretty Kitty?
