It was stupid to expect PS3+PS4 backward compatibility anyway. PS4 is x86-64 and PS3 was a Cell processor, which is a pretty wonky architecture. You'd have to either have both processors in the PS5 or emulate one of the two, which is not feasible.
The PS5 probably just has a faster x86-64 processor.
