Because majority of "gamers" are normie consoomers that buy consoles for CoD, FIFA and GTA. Top 20 PS4 games by players list only has 3 PS exclusives, and that's with two of them having numbers inflated by PS3 sales (TLOU and Uncharted 3) and also two being at 18th and 19th place. Exclusives are irrelevant in the grand scheme, it's all about attracting the CoD and FIFA crowd. That's why Sony outbid MS on exclusive marketing rights to CoD.
Gravity Rush, Shadow of the Colossus and The Last Guardian probably sold worse than Bloodborne, but yeah, it's definitely one of the lowest selling ones.
