Devkits have fully active chips. Devkit X1X have 44CU enabled to give debugging overhead. If anything 52CU further supports Github as they were testing a devkit, and it also explains ridiculous PS5 clock, that being a clock only seen in devkits

Sony doesn't support ogl or vulkan iirc. They have their own proprietary API called GNM so whatever they're doing is probably built in house. Microsoft has a colossal advantage due to the fact both AMD and NV GPU on desktop PCs all use DXR and MS patented VRS as standard.

No. It didn't say it doesn't have RT. It just wasn't tested. The github leaks are results from testing which have been almost reverse analysed based on the final results to get clockspeeds and hardware specs based on the performance. It doesn't explicitly say any specs anywhere.

There were even people talking to xbox insiders all the way back in Jan 2019 who said 12TF RDNA2 and that MS knew they were much more powerful, and have stuck to their word the entire time and been correct about it
