Considering that we definitely won't be getting Golden Sausage (which was available in the second part of Disc 1 in the original, and it's clear as fuck that second part of Remake won't get anywhere farther than Junon) earlier than 2024, it's highly likely they've dropped the ball by being scared of the amount of work they have to do to the rest of the content for it to look as good as Midgar portion in the Remake, so they're trying to cram as much of the mid and late game content in the fucking MIDGAR (which is LITERALLY just a TUTORIAL section in the original) as they could, thus utterly ruining the rest of the game. For example, Leviathan was in fucking WUTAI and you could NOT obtain him any sooner than the middle of the Disc 2, for fuck's sake, but here they are stuffing him in Midgar now. What a fucking mess.

In original, Midgar was literally just a tutorial section for game's mechanics and a prologue, so if without grinding and doing every dialogue/collecting every item or doing side-quests - Midgar portion took ~4 hours tops. And if with grinding and reading every dialogue, talking with every NPC, seeing every scene, collecting everything and doing every side-quest, then it was around 10~14 hours.
Arena in the Golden Sausage is a heavily story-driven place in the original, you underage zooming cuckshit. It plays significant role in the plot so you're an absolute fucking DUMBASS if you sincerely think/believe that moving it from Golden Sausage to what is essentially the very beginning of the game is "not a retcon". 1. Shinra knowing about first bombing and essentially planning for it beforehand to blame Avalanche later. In the original this was merely speculated, but in Remake they fully show Shinra doing it openly, while in the original only the second bombing was known to be a planned trap by Shinra.
2. Jenova appearing before the party in Midgar instead of Junon, both as a Sephiroth's specter which EVERYONE can see (not just Cloud) AND by itself in the first form.
3. Hojo observing Cloud and the rest of the party BEFORE he's met in Shinra building, which is nonsense since in the original Hojo didn't know about anything on them prior to them entering his laboratory and resquing Aeris along with releasing Nanaki. Now, in the Remake, they're implying Hojo knew about them right from the very beginning.

It was ambiguous and speculative at best, but in Remake they're openly establishing that Shinra WAS behind the over-excessive destruction of Reactor 01.
Jessie never saw her own bomb explode, dipshit. She couldn't have been surprised by the strength of the blast. What surprised her was the extent of the explosion of the Mako Reactor, which surpassed what she imagined it would be. At the end of the dialog you're talking about, she says that this was her bomb's debut and she was proud of it. Somebody who did not intend to destroy the whole building and kill people around it would not say something like this. It isn't ambiguous in the original, there is only one conclusion, that Avalanche intended to destroy the reactor.

What she saw was the secondary explosion of the reactor which was precipitated by her bomb. This explosion was still caused, ultimately by her bomb, and that's why she expresses surprise at what her bomb did.
Generally speaking, when you set up a bomb to cause a reactor to explode, what you see if you're at minimum safe distance and not dead is the explosion of the reactor itself, not your bomb.

2 of those 5 years were pretty much scrapped when they took over from from CyberConnect, and subsequent parts won't take as much time now that the groundwork has been done. Also Midgar specifically had the most potential to be expanded on, other areas aren't getting the Midgar treatment you know, the marshes and the caves aren't going to become 10 hour levels or something.
It's not a retcon until there is no arena on the golden saucer.

Groundwork meaning fundamental things like the combat system and all that, from here on they just need to build new stuff on this foundation instead of making a game from scratch. And yes you really didn't spend all that much time in most of those locations, you're especially reaching calling the "Yuffie forest", it's own location on the same level as Junon or something, you literally just had an encounter with Yuffie when you went through some trees in the overworld and that was it.

There is s a lot of dialog following the reactor explosion. NONE of it suggests that Avalanche saw something they did not intend to happen occur. The only person who is surprised at all is Jessie and she's surprised by how the reactor went when it blew, not that it blew up at all. Someone who just killed dozens accidentally doesn't take pride in their little bomb's debut.
