The entireity of Midgar taking place either in the darkness under the plate or in the darkness of night on topside meant that the first time you see sunlight is the sunrise when you breakout of Midgar, that visual-narrative element is now lost. But hey, now we have a darts minigame so who cares.

It was the case in 7 because you had a big nig with a fucking gun-arm, a twink with a giant sword, a twilight cosplayer, a talking dog, a giant robot moogle doll with a cat on it's head, and some redneck with a spear, and some weeaboo ninja girl. Even in the original NPCs wore generic shirts jeans, and aprons. Some leather jackets etc which are still in the remake.

We don't know the context of this situation. Maybe it's some kind of marketplace, maybe there's some kind of town/sector meeting going on, maybe we're seeing the aftermath of some event that just occurred, and people are gathered because of that.
