The NCR has rebuilt the railways of southern Nevada (thus giving people jobs) reactivated the lime stone quarry and cement-making industry (again, giving people work, rebuilding industry), funds Vegas' tourism based economy (again, that shit employs a lot of people), the NCR army has defeated MOST of the raiders in the area save for the Fiends, the NCR has built new pipes to Lake Mead and can connect them to Freeside and Westside (should they join the republic of course, nothing for free), the NCR has given electricity to the whole region by repairing the Hoover Dam, the NCR has built a series of military camps and outposts to protect the people of southern Nevada and is actively working on improving people's lives (hiring civilian contractors to clear places they can't themselves, working to repair Helios One, putting up bounties for dangerous bandits, preparing an attack on the Powder Ganger prison, trying to prevent their food crisis before it even happens and more).
The NCR IS America. The NCR Army is a tidal wave that will wash over the land and bring civilization and order back to the whole wasteland.
