Its worded poorly. You can actually make 4 levels of terrain. The base, the 2nd tier, the 3rd tier and the 4th tier. You can make 4 tier cliffs but you cant access them.

For what purpose would you block the ability to make more river to ocean connections or the ability to expand the beach more inland? I can at least understand not expanding beyond the grid and fixing in place the dock, but why the rest?

We have seen videos of people walking on the top layer that the map spawns with. You can terraform an extra layer on top of the top layer, but you can’t walk on it.

I am just not sure which map would be the best, leaning to the one with double south exists but at the same time it might kinda suck because it restricts a lot. hm
Beach rocks are different from the traditional animal crossing land rocks.

Double south will probably have less potential in the long run because it makes the sides of the island very narrow.
