Skill capes were added way later in the game. Consider that on release, the best armor/weapons you could get in the game were adamantine. Literally stuff that you could wear with 30 attack/defense. Rune was only added later. Level 99 and 200m experience was just an arbitrary level/experience cap that existed to prevent overflow bugs. You can really see it because so many of the earliest content was made for people below level 70. Like, you can get into the ranging guild at level 40. That's not even 1/100th of the exp you'd need for a 99. So many of the earliest quests had extremely low or non-existent skill requirements. Same for a lot of the content in general.
Skill capes were added because Jagex noticed that some extremely dedicated paying customers were bothering to get max level, and they decided to reward them. The problem is that this desire to "reward" higher level players has lead to a lot of excluding lower level players. Like at the bare minimum, to be able to explore the elven lands, you need to do Underground pass which only requires 25 ranged. In OSRS, if you want to get into the restored elven city, you need 70 in 8 skills. 2 of which are some of the most expensive and tedious to train.

ackshully you need 56 agility to hop over the tripwires and explore it properly, otherwise you're confined to the first tiny area outside of the underground pass

Art schools are a meme, and the great thing about art is that you don't need to get hired to make money off it. All you need to do is draw. Slap some of those drawings up on twitter along with some commission prices and you'll likely get SOME action. Shit artists are a dime a dozen, mediocre artists are still relatively common but good artists are in demand.
