I think it's because a lot of the structures are very similar, and it would be difficult to vary them in meaningful ways across a game. However, there are really good examples of their types of construction done very well, such as the Vivec cantons in Morrowind, however it definitely is an underused setting, and I think that it could be made unique if someone had enough creativity for it.
