So often? Modders and indie producers create in the order of 10 000 times more shit than professionals do each year. And 99.999% of it is complete bullshit, most of which you've never even heard of.
Like with almost any profession accessible to amateurs, from coding to graphics design to music to mathematics, the very best amateurs will be better than below average professionals. But the very best, are an extremely rare exception, and it usually comes with a price. Namely, they're fucking horrible with business sense, deadlines, and customer needs... otherwise, they'd BE professionals.

The biggest difference, of course, is that if someone makes a shitty mod they're just ignored. If some major dev makes a shitty game people complain, bitch, moan and throw a tantrum and still buy it like good little children.

Are you sick in the head? FFVII was the epitome of Final Fantasy games, best one developed. FF8 was shit, and FF9 was like a small recovery movement in the right direction but it was nowhere near the level of FFVII. Generic, boring story, generic boring characters, generic boring music, and generic everything else too.
There's a reason they made FFVII into a remake, and not anything else. Because that's the legend everyone knows about, winner of best soundtrack of the decade etc. But yes, you have a shit taste, no accounting for that. Just like some people think Bad Taste is the best movie ever made, we're not all born right in the head.
It handles some pretty dark themes, specifically with Vivi and his existential crisis. Definitely not a kids game, despite appearances.
Some do so to build a portfolio. Others do it out of disgust for "professionals". The there's those guys who just do it for fun.

The only mistake Valve did according to Valve was that it tried to step in an ESTABLISHED modding community for a game,meaning if it was a brand new IP without an established modding community they wouldn't have any problem moral,ethical,legal or other charging suckers like you to pay for mods.
