Enemies in Oblivion are level scaled, you will only usually see certain enemies when you are at cerain levels 16-19 for example, you maybe just leveled a few times at once or just too quickly and never bumped into one of these when it was at its most likely to spawn, after you are past the level they spawn at you usually only see ones that are scripted to appear always

It's not really good either way. Because by level 40 you encounter those Goblin shits with like 2k health

But a system that keeps ALL enemies consistently scaling with your character is a nice idea when done properly. That way your level 1 area can be challenging even in the post-game and your endgame bosses require tactics instead of My Number > Your Number

You want some sense of character progression in a RPG, though. It makes no sense for a high-level demigod to be struggling with shitty goblins and wolves.

I'm pretty sure the minotaur is completely unique to the unicorn grove, and won't appear anywhere else in the game regardless of level

I think the best way to do that is make EVERYTHING dangerous and your experience applies to tactics, slightly better gear and high risk decision making. Not inflated health values. Goblins will ALWAYS be dangerous if you fail to prepare or watch your back.

Champion of Cyrodiil is a literal Et'Ada, a full on God if you complete Shivering Isles.
Dragonborn has the most raw power by far.
They are all incredibly powerful and it depends on circumstances, but Champion of Cyrodiil as Sheogorath is by far the most powerful in a way that isn't even comparable.
With preptime Nerevarine would probably win, but in straight up fight confrontation Dragonborn would murder Nerevarine if he is peaked.

Daedric Artifacts, and all artifacts in general that have powerful enough souls or enough creatia bound into them are basically semi-alive.
They appear, disappear, form and reform out of reality at will. In case of Daedric Princes they also tend to imbue them with parts of their own will and energy.

Additionally artifacts are a way for Daedric Princes to spread their influence and influence of their realm when realms are sealed and they can not invade otherwise.
There is one only one copy of each artifact at a time, but it can teleport from point a to point b at will of the prince in question.
