I'm a rare male Vtuber, but i haven't yet commissioned an avatar I like; I've been using the relatively limited default/demo male avatars out there. I have zero drawing/modeling skills for anything of this caliber, so I'll need to commission.
Originally I started just using Facerig + Live2D module, but I'm increasingly interested in the viability of the VRM format and if there can be both open source creation and perhaps even more important broadcasting / 'usage' tools, which I'd greatly prefer.

The problem with 3D models of this sort is uncanny valley. Go look at Facerig's 3D demo avatars - most of them look either "off" or like CGI from well over a decade ago.
Now, if someone wants to be an orc or some sort of 3D "creature" , cartoon etc.. that's fine. However, an anime style - Live2D seems to be the standard, but I'm unsure how much that overlaps with VRM format - is personable, attractive etc.. assuming people like anime. Trying to "replicate" the anime look in a 3D model can be a bloody disaster (look at old games or even stuff like Jump Force where the avatars look like melting clay.) This isn't to say it can't be done well with really detailed work, like in Xenoverse or perhaps to some degree DBFZ, but it requires something way beyond cobbling together a blender model; you also need a cell-shaded, manga-style adept artist atop the model.
2D-ish generally works better for these applications.

There seems to be a lot of this, even on some of the English ones on YT / Twitch. I'm sure some of it is "Idol management" legacy behavior especially in Japan / Korea / China, but also because some of these require pretty significant mo-cap setups and someone to be working with the performer behind the scenes. This seems to be the case for most full-body vtubers, with custom software, mocap rig, body sensors, a green screen / scene backdrop etc . Stuff like hololive or anything on Nicovideo etc operate this way.
Conversely, its relatively easy to use one of the several applications that allow Live2D / VRM compatible avatars to be puppeted; I'veonly used FaceRig w/ Live2D Plugin personally, aside from testing a few of the chinese knockoffs which...at least to date haven't been impressive or at best, are close to / equal with Facerig but more concern about sleazy licensing/data mining/ads. All you really need in a webcam for at least facial movements and vtuber presence while streaming games (what I usually do), and you can use cues/keybindings etc... for other movements and animations, if you have them. As I said before though, it would be nice to see a F/LOSS compatible full featured solution though.

Ultimately this somewhat understandable concern is the reason we need free/libre open source standards for vtuber formats, assets etc... and ideally options to both create and configure/use them.
At the moment you can either use a lot of proprietary chinese programs free/cheaply, use very expensive proprietary usually Japanese custom stuff like they do for the "managed idol" type, or use the still proprietary yet modestly expensive Japanese and/or American utilities, which also have demo/free/cheap modes .

Perhaps, but the tech used for it must be pretty substantial, assuming it was recorded mo-capped from live performance. Full body mapping, physics for stuff like the ears and tail, small movements recorded accurately (the quick, small waves/beckoning gesture ) etc.
Call me when there's a full-on kemono girl and not some shitty generic anime girls with glued on animal ears.
