Fallout 1 & 2 aren't actually like that at all though. The only people living on the streets or under scraps of metal are the poorest and or the people exploited by those in power.
The rest actually live in sensible fucking houses ranging from ok to magnificent.

There was a popular documentary called Life After People and was all about how nature would reclaim cities and there would be large overgrowths of plants, I know this directly inspired Last Of Us, but I also think the green apocalypse became more popular after its release.

There are ruins in some places. Hyrule isn't all that densely populated to begin with and it had giant robot spiders and monsters running around. Ruins wouldn't stay ruins for long.

It's not post apocalyptic. If you've looked into the lore at all, you'd know that the damage that was being done by the guardians was only for a short time. Once Zelda unlocked her powers, she replaced the master sword to repair in the pedestal and sealed calamity ganon to the castle, deactivating almost all of the guardians.
