I'm still running i7 2600K + 16GB DDR3 + GTX 1060 6gb, and I have had no problems playing any game at 1920x1200, 60fps.
I often lock games to 90 for a neat lil' performance boost even.

That's true and I agree, but for someone who's building a new PC I wouldn't recommend a 1060. It's a bit dated by now, and it would be better to get something that could last longer

I suppose that's not a huge deal but if you ever want to use the PSU on a build and do overclocking you could run into problems as the 12v rail might not be as rock solid as a gold rated PSU. Also if you're doing a micro ATX you definitely want a fully modular PSU. 650 should be the minimum as they also run cooler the more overhead you have.
Everything else is just whatever for a budget build but I thought that the 1660 was better and around the same price for a GPU.

I'd say yeah. unless you want to splash more money on a 2060 (1660Ti is better, but it only costs a little less than a 2060). then again if you're only going to use it for the 1060 works just fine

The 2600 has been discontinued for quite a while now, 2018. It's much more worth it to buy a 3600, since it's nearly the same price for +25% the performance. Especially with most of the memory bus issues that Zen+ had.

Not bad, not great. Board VRM's and MOSFETs will give you issues with anything but stock clocks, and I can assure you that it won't XMP properly to 3000MHz which isn't a good frequency for AMD (more on that later) if at all.

Now, onto the RAM. Generally speaking, 3000Mhz isn't viable enough for Zen 3 cpu's, since the infinity fabric (what connects the die in the cpu to other parts of it) will run at a lower frequency due to the RAM. It's best to get 3600mhz so you have a 1:1 ratio with the fabric.
If you can save up just a bit more money, this will be tons better than your current system.

also get a better CPU Cooler, Ryzens get super hot. I would suggest a Dark Rock Pro 4 if you want to keep everything air cooled, or go for a CPU AIO Cooler, your choice they cost about the same amount

You can pick up a 9600k and on a hyper 212 pump out 4.8ghz easily and it completely dumps on the 3600x, 3700x and holds up against the 3900x. I really don't think you know what you're talking about. AMD makes good cpu's finally but if you don't need a PC for workloads then a 9400f is cheaper and holds up. I wouldn't get one as i'm not a poorfag but for a budget build 9600k/9400f is where it's at for vidya.
The issue is that intel disabled hyperthreading on even the 9700k so it isn't much of a huge buy if you want to do any emulation or workloads. It works for gamers though, if all you play are modern titles.
AMD was a big buy for me since I do small workloads that need those threads

Personally i'd wait until intel drops cannon lake and nvidia drops ampere to consider buying anything right now.

modded fallout is going to need a stronger card. i have a 2080super and a i7 9700k. i get 50-60 frames with all 2k textures, enb, heavy grass mods and the new smp (the real reason yuore getting this, be honest). i imagine certain civil war parts will drop me in the 40 frames
Intel's choice to drop hyperthreading on the cheaper chips was a horrible decision.
It really limits the use of their chips and I have no fucking idea who made that executive decision. Either way I love my 3700x. Emulation is so fucking kino on this thing.
