Fighter passes are a different ball game, as they're chosen by Nintendo. All the characters thus far are either relevant, influential or heavily fan demanded, and Morrigan is none of those.

Back during FP1 he had the possibility of being pushed back due to time constraints or something, but he wasn't in there. And clearly they talked to Capcom for MH related rights when rathalos was added base game. So for whatever reason MH was never added and probably wont be added
