zenkai cheats only works a few times according to the manga.
its best to use the zenkai cheat when your power level is extremely high, rather than at low levels, as doubling a low number isnt as good as doubling a high number.

plus the argument toriyama wanted to explore, was the idea that certain abilities could surpass powerlevel gaps, based on utility.
but both the manga and anime failled to create scenarios that could accurately reflect that concept.

Also, it was something like 3 months or so. WHile increasing his base level to be closer to gokus, the main difference was in the form, which was of course a bullshit leap. (he should have trained for 1+years, and then jumped closer to goku with his new form)

Even then they could just train the kid since he has no ceiling on his PL. Just put him in the time chamber with Vegeta for a day and they'll have someone who can at least go Super Saiyan.

Remember he was so anemic in his first form he spent most of his time floating around in his wheelchair rather than walking and broke out his psychic powers when he needed to carry anything. And he says Goku's the only person to lay a speck of dust on him since his parents, he obviously doesn't do any fighting (since even his first form is considered the most powerful thing in the universe). And he's so out of shape in his final form that exerting his full power burns him out within two minutes. He's probably never lifted anything heavier than a pencil in his life. And people going to the gym for the first time see absolutely explosive gains, even day on day. These things added up, Frieza's power boost seems pretty plausible to me.

if they were going to do that, then trunks and goten would be better, since they had a much higher PL at this point.

Roshi, and Krillian were shitty choices, but at least the creator gave them decent moves to play with, which unfortunately were extremely underwhelming by the anime/manga final developments.
I personally wouldnt have used them as fighters, but woulda focused on their teamwork to enhance primary fighters.
(such as the 100x solarflare in combination to gohan/piccolos fighting, since goku and vegeta wouldnt team up with the weaker members, regardless of utility, until the very last straw, which was just a teamup of mostly powerhouses.)
