Its ma birthday and I got money so I'm tempted to get this on pc. Is the game noob friendly?
Also I'm guessing I should stay away from dlc, only one that got my eye is dlc. Otherwise I'm liking the look of captain ginyu, frieza and android 16.

Fighting games in general aren't noob friendly but if there ever was a noob friendly fighting game this is it.

It's about as noob friendly as a fighting game gets, especially since they added a pretty decent tutorial in the last patch. If you only like one or two DLC characters just buy them separately. Ginyu and Freeza are good now but A16 is a bit underpowered. His grappling is good but he has trouble doing damage.

Is this going to be a case of stuck in practice mode for hours? I have slight experience with fighting games but it's mostly smash and a bit of sf4. Is the story mode good enough to get basics?

You won't get anything of the neutral game in story, unfortunately.
The AI in this game is dogshit and tries to compensate by padding its stats.

Worst part of nuBroly is that this beautiful stylish bastard will never appear in another videogame ever again...

Maybe after you do the tutorial you can use the dummies in story mode to practice a little I guess. The AI is either retarded or cheating, so don't expect anything there. The amount of time you spend in the lab depends on how good you want to get. You can get by with basic staircases and jH+assist extensions on most characters. Labbing is fun though.

He was pulling in too much power at once and was essentially bursting at the seams with ki. Goku essentially popped him like a balloon by putting shared energy straight into his gut and pushed his body too far which caused all of his gathered power to explosively escape his body.
