MAME emulation of the game is poor, developing an emulator just for GOG doesn't make sense in monetary terms and all the decent Sega Dreamcast emulators are closed-source.

Unironically, MK11 is the worst MKgame. At least in the 3D era even if the fighting is clunky, you got a lot shit with it unpaid, different modes, and pretty good storytelling. Now it's all about the grind, Esports, guest characters, and appeasing SJWs.

I recently bought a Dreamcast and finally played MKG and holy shit, Kung Lao is broken as fuck. Get hit once and boom stuck in Hat infinite.
Also the worst MK is easily Deadly Alliance or Armageddon if talking about mainline games.
