I respectfully disagree. When your competition is based upon locking content, you are competing to see who locks more interesting content rather than the content itself. The company ends more interested in securing an upcoming blockbuster rather than offering a better user experience.
There will always be people who prefer gaming on consoles than PC and vice-versa. If consoles are cheaper, don't require optimization, are powerful enough to offer a good gaming experience or offer unique gimmicks people will still buy them regardless of exclusives.

Otherwise, publishers will secure exclusivity deals with independent studios that are looking to publish a product so that consumers will buy a specific brand. The quality of a product is entirely in the hands of the studio making the game and not the publisher unless they are funding development and/or a first party studio of the publisher.

First party published titles are already exclusive because they are owned by the publisher since they are in complete control of the budget. Independent studios have their own budgets that affect development and publishing. Some studios can handle both. Most can't which is why they seek out publishers. That's the difference.
