Depends on the animation set. There's a few that are absolutely horrendous, with the stereotypical ahegao and shit, totally subtracts from the experience.
But there are quality ones, that are very much in line with the game.

3 is still the most feature-rich of the four. 4 happens to be prettier and less resource-intensive, which I like.

TS3's gameplay is more open-ended, you can do much more things compared to TS4. TS3 is much more like SimCity with controlable sims. TS4 puts much more emphasis on the sim, complete with an emotion and relationship system, but it's more limited to that.
