To be honest, their implementation of Havok still holds up. Even now games rarely have objects move more or believably. I can only think of GTA IV and Control when I'm trying to remember games in which falling objects didn't look "floaty".

Remember when Valve forced people to user their online DRM called Steam to install HL2? You had to make an account and the game would connect to the internet and download part of the game fimes. I literally went and bought a bootleg copy of HL2 that was cracked, the only internet we had in the house was dial-up on the family computer, my own gaming PC was entirely offline. Like, this was an absolute scandal in 2004. It's ironic, I only got HL2 legit in 2008 when I finally hooked up broadband to my PC and bought the orange box (and made an account on that stupid DRM of theirs).

From my understanding the combine used the original resonance cascade to hop into our universe and then utilized portal storms to force a world wide surrender.
The combine are able to hop universes but they cannot teleport locally, so once the portal is closed and the storms subside they have to rely on local resources to keep control.
There is no back up, no supply runs, the combine have to make due with what they got.
The combine are still a force to be scared of but once they get past their initial invasion phase they have to rely on more common tactics.
