I've actually started to enjoy the game again since I decided to actually start exploring areas instead of trying to bang my head against just the main quest.

The problem is that history repeats itself without people learning from past mistakes. The NCR by the time you get to New Vegas already has the same issues that modern pre-war America did

You're going to want another weapon type for practicality's sake, I usually opt for melee or unarmed. Get mad bomber and write down or keep a list of materials for crafting because you'll want to do it a lot and the craftable explosives are really strong. Do not neglect mines the game gives you tons of them so use them.

Caesar's Legion is so stupid that even the Enclave seems sensible compared to it.

I really wouldn't use Ulysses a good metric. He is a very non-apologetic mouthpiece for a writer who specifically hates the more tamed wasteland of 2 and New Vegas.

I feel like this statement is at-odds with both the setting and Caesar's Legion's goals itself.
The whole point of the NCR was to resettle the west, something they have done to a degree (Not totally, mind you). As such, it shows that the NCR has already adapted to the post-nuclear wasteland and is capable of recreating civilization in some form.
With the Legion, their goal is to resettle the wasteland by toppling the largest and most successful government on the west coast.

NCR's faults are not in how well it can adapt to the post-apocalypse, but merely that it falls prey to the same corruption of other governments. That corruption being independent of the setting entirely.
Caesar's Legion may be infinitely more efficient than the NCR, but both factions are capable of resettling the land.

Caesar's Legion is actually a really good choice... for the tribal shitlands Caesar conquered early on. His problem was never transferring out of a war economy, never establishing and cultivating some kind of aristocracy or privileged cast of citizens like in old Rome, having no method of transferring leadership, and refusing to stop and consolidate his empire. But at the same time if you look at it, he really didn't have a choice in the end. If the NCR got Vegas they would keep expanding and they were bound to bump heads with Caesar's land eventually, and under the guise of bureaucracy the NCR is just as land hungry as Caesar's Legion, so Caesar was accelerating the inevitable in the end.
