Been leveling Bard recently and I quite like this proc-based stuff even if it presents a challenge with how to place shit on a controller crosshotbar.
Any protips you guys have for this job that aren't immediately obvious shit? I mean, I guess I should try to use my 'big hits' (DoT reapplication snapshot, Pitch Perfect, Barrage) in the Raging Strikes window, but at the same time it's never really good to sit on unused damage cooldowns. It's probably always good to have a song going, too, instead of saving them for anything (like that Raging Strikes window). Mage's Ballad is good for trash pull AoE with the Rain of Death timer resets, and in a single target fight you probably want to start with Minuet to get an immediate Pitch Perfect within RS and other buffs from the party.

Is Ballad really better to spend more time in than Paeon, I can see from the actions/traits list that Paeon eventually gets a trait at 78 that makes the skill/spell speed buff last until 10 seconds into the next song. Is it easier to get the full four procs in those 15 seconds at max level?

yeah, getting four procs isn't a problem once you have Empyreal Arrow.

You don't lose anything. You just have to grind up the ranks in your new gc. First transfer is free, any others are 50,000 gil. You don't lose your rank from your previous gc. Also do blue mage carnivale of you want easy seals.
