I agree that her tits are too small, but you can't use that particular image as proper reference, there are 3 different models used in FFVII, as well as concept art, and all are stylized and have different size breasts, the only thing you can get from it is that she has large tits.

The specifics are known however apparently, her measurements should be 37-24-35.
Now I have no idea if that fits the new model or not. I do know that the designer said that new Tifa fit the silhouette he had of her.

I also know that the "censorship" apparently wasn't to make her tits smaller, but to add a sports bra to remove jiggle physics.

In the end, there are SOME shot where I think Tifa has a decent sized rack, although I've seen other models that I think are more faithful.

A bigger problem than the chest size though is the change in color scheme.
The change in skirt reflects a change in society, her older skirt was longer, but started way higher up, near her belly button.
I'd have preferred them to stay true to the original since I don't think the justifications for the change are enough to justify it, but I can live with it.

The design they went with though makes Tifa look weak and insecure, she is insecure, but that should contrast her look. She looks like a frightened girl in the official version while and fan version make her look like a confident badass. This is also partly because of the tits. Large chest imitates a shoulders back, chest forward look.

Other big problem is the color scheme, as I mentioned earlier. By giving her stockings they removed a lot of the warm and light color of the design, they also made her hair darker and removed the brown tones of her suspenders, every other color is also subdued. This has a MASSIVE impact on the feel of the character. Making the clothes more combat oriented also changed the feel of the character. They used to be HER clothes, the clothes a badass streetgirl in the slums chose to wear. Now it's "functional".

The stance, the smile, the voluptuousness, it's all just a bit more confident and mature, while remake Tifa constantly looks a bit like she's about to cry. Her legs have just a bit more shape to them, as do her hips, her breasts are just a bit more prominent and accentuated.

That image however is very bust forward, "I know I fucking look good". It's how they could get the overal new design, to look more like classic Tifa.
