First of all, they're not. Females are on average physically weaker compared to males beginning at 8 weeks in the womb due to testosterone. So I recommend a fantasy setting with lore to explain why she can compete with males. Alternatively she can be a strong women but only among other women. The latter is probably better since women in real life could identify with that.

A few key elements though you need to consider.
>Race
Assuming you are American, this is a pretty pronounced factor but not for the reason you may think. The cultural factor plays a large part in how the public will process your character, especially because she is female.
Do *NOT* make her black, half caste at best. White can be done but generally this could be a challenge again based on design. East Asian is the best accepted assuming you don't lean too heavily on the race thing but it allows the most diversity in terms of oriental design or a straight modern one.

The simpler the better. Like pic related. Sure a very basic and tropey example but the less noise the better. Her design should essentially convey her personality. If she is a brawler, physically strong, emphasis her athletacism. The hard part is how do you get the right balance of fan service to the point you turn off prudes or the main stream or the mega dyke design so popular of todays western gaming developers. Again refer to the above, as if you strike just the right curve, you can get a character with dignity and attractive i.e Korra.

There is a lot of insecurity about, especially in the US among males and seeing a strong female. First you need to somehow explain, even in a throw away example, how this female character can beat a male character. Does she know martial arts? Is she an expert? Has she gone through street fights? It doesn't have to be complex, a throw away line or even a scar can show "Well, she is experienced".

Simple, straight forward and for all intents and purposes? A man. Design a personality as if it was male and then simply change the physical appearance to female. Without a wall of text, this is the best guide I can give to any character creation.
