Modding community is definitely not lazy. It's just that most games don't provide modding tools, and the ones that do are usually shit, so modding becomes less about making a good mod and more about getting your mod to work at all

The only mods that's true for are those few huge sweeping complete overhaul mods, and even then only a small amount of them. Most mods are simple additions to the foundation that is the base game. New hunting mechanics or a new player home in Skyrim are things created by people who don't have an interest in making their own game.

Modding modern (read: post 2000 games) can become incredibly complicated with their huge codebase, zero documentation, intertwined systems and spaghetti code fuckups.
So to make a game moddable, you need extra effort from devs: That means either dedicated Mod Tools or at the very least proper APIs and some documentation. This isn't about lazyness on the part of the people, it's about modern game development being hostile to it as a whole. If the devs worked with proper, well made tools to build content, it'd be a relatively easy task to polish those up and release them, but most games don't have that luxury and mod support isn't usually seen as something thats beneficial to the product by the suits. Consider VtMB: It's a beloved game with pople working on it for approaching two decades, yet proper mods with actual new content are only now starting to appear. That should tell you how hard it is to mod shit that isn't intended to be easily modifiable.

But here's the real kicker: Game engines are now widely used and if those aren't mod-friendly, devs aren't going to jump through the extra hoops to make them so. I can only speak for UE4 and UE4 does NOT want to be moddable in any way, shape or form. There's so many roadblocks in that fucking thing to usermade content its baffling. I'm making a small game for it and jumped through so many hoops just to allow people to load their own sprites in and holy fuck, I don't even want to imagine trying to do that for entire 3D levels and real content.

Modern corporate scumbags want to lock everything down and control the content in order to force you to pay more for less. They know they could never compete with the virtually infinite content flow from modders (which earns them nothing), so it's always the first thing to go.
Some have tried to make money off of community content. Bethesda's attempt was a big fucking failure because their means of handling mods is a fucking joke, but some actually made it work.

Planetside 2 for example has around 400 helmets across the three factions now, nearly all of them designed and modeled by the community who take a cut and nobody has a problem with it because the system is secure.

UE is a complete piece of shit engine for how anti-modding it is and it never should've gotten the market share that it did. I hope all the developers responsible for the engine get incurable, painful cancers for themselves and their entire extended families.
