No because a lot was changed. He has another move with his axe kick, his tatsu is shorter and good for combo extending and his air fireball can go horizontal. Then of course all his vsystem stuff is different. Even then, E.Ryu type characters are something generally held off until the end of a game's life with the shotos before generally needing notable differences.

Here the issue is they chose to emphasise where she is similar. I believe her tatsu, normals and unique button will be different but they completely failed to sell her on that. In fact pushing her on the opposite. They'll have to show significant differences with later trailers.

She won't likely won't though. To go off my example above, the reason E.Ryu type characters get added later into a game's life is it is an easier addition than a whole new character. While there will be differences it is much easier to pump out when you already have a skeleton to work off. GBVS characters aren't exactly the most technical either
