Dunno if that's true, but I sure as hell am not upgrading my 1080 for it. I'll wait at least 3-4 more years and just get a big upgrade. I assume its a similar mindset for console gamers. Why pay a load of money if you can make do with the current hardware until the current good shit is cheaper.
Then again, not everyone cares about performance. I built a powerful PC for Skyrim modding but otherwise most games I play just run fine on the Switch. So why care until VR generation 2 or 3 is released?

There are huge R&D teams behind consoles, expecially in AMD. btw I'm not saying the new consoles make pc irrelevant or outperform. PC is good platform for gaming but main purposes of PC's are not gaming. Most of loyal pc gamers missing this fact.

I dont know if mid range users are like this but high end users just compare themselves to see the improvement,for example right now Im running 4k 60fps with my 1080ti and Im waiting until I can run +100 fps with a graphics card,probably the 3080ti I dont really care about consoles, why would I?Im not planning on going back to 30fps or lower resolutions

Get a PSU with extra headroom to begin with - they're not all that expensive. Newer components are more energy efficient, so you might not even need this.

33 tlops gpu is a Titan at best with a 3000€ pricetag or a professional GPU. The 2080 ti right now sits at 14 tflops and Ampere is promising a 40-60% increase in performance, not over double the performance.
