he can jump in front of you, sprint up behind you, or grab you with his tentacles and prevent you from reaching the safe room at all, and that's enough

You were encouraged to run from the tyrant to do tasks (library shelves, get out of car park, get annette etc) where as you need to fight nemesis, put him down to make time to progress

He really scared me in the first game, then i found out he was restricted and he was just an annoyance.

Knowing beforehand that it will be the same kills the game to me

He's a Mr. X with an expanded role which you aren't encouraged to run away from all the time.

Same as the new one, where safe rooms are safe.

Still, there's more to Nemesis than just chasing your ass around. He's more agile and faster than Mr. X so he can make your journey more adrenaline-filled since he covers a lot more ground in less time. He also has proper boss encounters that forces you to actually fight him, spread throughout the game right to being the final boss. For example, this video illustrates how you have to actually put him down else he goes after Jill and it's game over.

I can see them being more creative with his boss encounters, as if the new addition of the flamethrower wasn't already an indication.
