It's known that Fuyuhiko was originally planned to be one of the victims in Chapter 3, but at some point this was changed to Hiyoko instead.
People generally assume this means Case 3 went through several rewrites or was "rushed" to explain why it's so bad, but this is a pretty weak excuse considering the broad strokes of "who lives and dies and when" surely has to be decided way ahead of most of the script being written. It's just a bad case.

Figuring out the murder weapon isn't needed to solve the mystery and the circumstances of the murder make it believable that they wouldn't find one during the investigation since the killer had plenty of time to dispose of the weapon in a huge environment. It would be pointless to have a bloody knife or scissors lying around the crime scene just so you could say "this is what the killer used to cut Hiyoko".
