Sara. She outs Gin as the traitor but Gin shows evidence he has been on the good side all the time and outs Sara as the real mastermind. The survivors send her to her death before it's revealed to the player only Gin is actually evil, but it doesn't matter because the final twist is that it was all a simulation and the Death Game we saw was just one simulation of many and this one just happened to have Sara and Gin on the evil side.

Unless they don't kill off any of the "final four" in 3-1, I honestly can't think of who they'd kill off in the final chapter without either having the surviving route characters die and making the choice and branching paths feel kind of pointless, or having so few survivors that the outcome's not much better than if one of the sacrifices had won.
